It was widely anticipated
that Handicap allowances from 1st January 2008 would
become “Full difference” and mandatory.
I now have a copy of
the revised CONGU UHS manual and the mandatory element
is there but the full difference bit only applies to
singles.
It appears that the
CONGU recommendation that, in singles matchplay, the
full difference between the handicaps should be given to
the player with the higher handicap has now increasingly
being adopted, but the change from the ‘traditional’
allowance of three-quarters has been disappointingly
slow. Hence the change, presumably.
In the new edition of
the scheme the opening sentence, “The Council of
National Golf Unions recommends that …” has been changed
to read, “The Council of National Golf Unions directs
that the following handicap allowances be used …”
The handicap
allowances quoted show no change from last year, the
year before or the year before that, viz.

difference between the CONGU® Handicaps of the players
Foursomes ½
difference between the aggregate CONGU® Handicaps of the
players
Four-ball (better
ball) Back marker to concede strokes to the other 3
players (based on ¾ the difference between the full
CONGU® Handicaps

aggregate handicap of the partners
Four-ball (better
ball) Each partner receives ¾ of their full handicap
