CONGU Unified Handicapping System (Effective 1/01/08)

It was widely anticipated that Handicap allowances from 1st January 2008 would become “Full difference” and mandatory.

However, a copy of the revised CONGU UHS manual shows that the mandatory element is there but the full difference bit only applies to singles.

It appears that the CONGU recommendation that, in singles matchplay, the full difference between the handicaps should be given to the player with the higher handicap has now increasingly being adopted, but the change from the ‘traditional’ allowance of three-quarters has been disappointingly slow. Hence the change, presumably.

In the new edition of the scheme the opening sentence, “The Council of National Golf Unions recommends that …” has been changed to read, “The Council of National Golf Unions directs that the following handicap allowances be used …”

The handicap allowances quoted show no change from last year, the year before or the year before that, viz.
